Sri Lanka's World Bank-backed AHEAD project built University Business Linkage Cells in 15 state universities, generating 228 patent applications, 77 licence agreements and 42 market-ready products (2019–2023), with revenue shared 50–80% back to inventors.
Sri Lanka's Ministry of Higher Education and University Grants Commission built a national technology-transfer capability almost from scratch through the Accelerating Higher Education Expansion and Development (AHEAD) project, financed by a US$100 million World Bank credit signed in July 2017. At its core is a network of University Business Linkage (UBL) Cells — dedicated technology-transfer offices — rolled out from 2018 across roughly 15 state universities, including Moratuwa, Colombo, Sri Jayewardenepura, Kelaniya, Uva Wellassa, Sabaragamuwa, South Eastern and Eastern universities, each tasked with turning publicly-funded research into licensed, market-ready products and sharing the resulting revenue with inventors.
By the AHEAD project's later results reporting, 91 Research, Development and Innovation Commercialization (RDIC) sub-projects had met at least 80% of their targets — well above the original goal of 48 — and more than 120,000 students had benefited from the wider higher-education reforms the credit financed. An independent peer-reviewed study published in the Sri Lanka Journal of Social Sciences documents the technology-transfer output specifically: 228 patent applications, 124 other intellectual-property filings, 21 international PCT/WIPO applications, 95 university-industry collaborative research agreements, 77 licence agreements, and 42 products brought to market between 2019 and 2023, with inventors receiving 50–80% of resulting licence revenue. At the university level, Uva Wellassa University's UBL Cell alone signed its tenth licensing agreement in April 2024 — starting with a gluten-free finger-food patent in 2021 and reaching a chilli-ice-cream licence with a regional agro-processor.
The strongest independent corroboration is the peer-reviewed academic study, which sits alongside the World Bank's own project results and individual university announcements; no fully external audit of the patent/licence totals was found, and reported figures for member universities are self-published rather than centrally audited. The programme is nonetheless one of the most systematically documented university technology-transfer efforts found in this research round, with a concrete revenue-sharing mechanism that gives inventors a direct financial stake in commercialisation.
