Since 2010, Vietnam's nationwide Payment for Forest Environmental Services has raised ~VND 10,000bn (2008-2018), mostly from hydropower. Lam Dong piloted satellite forest-cover checks (2010-2014), but nationwide remote-sensing verification of PFES remains uneven.

Context

Vietnam became the first country in Asia to institutionalise a nationwide Payment for Forest Environmental Services (PFES) policy under Decree 99/2010, with hydropower operators, water utilities and tourism operators paying into provincial funds that disburse to forest owners.

Activities

A district-level Lam Dong province study (2010-2014) used satellite image interpretation to verify forest-cover change in PFES-receiving areas; Vietnam's Ministry of Agriculture and Environment now operates a national remote-sensing database supporting monthly deforestation alerts.

Results

Cumulative national PFES revenue from 2008-2018 reached roughly VND 10,000 billion, about 16% of Vietnam's total forest-protection budget over that period.

Implementation

Indicative cost
Medium (€50k–€500k) — Funded by hydropower, water-utility and tourism-operator payments into provincial Forest Protection and Development Funds; the national remote-sensing database is a separate government investment.
Time to results
Long (> 3 years) — Formalised under Decree 99/2010 following 2008-2010 pilots; Lam Dong satellite verification study covers 2010-2014.
Staffing & skills
provincial Forest Protection and Development Fund administrators, forest owners (state enterprises, communities, households)

Conditions for success

  • hydropower/water-utility/tourism-operator payer base into provincial funds
  • national remote-sensing database for deforestation alerts

Common failure modes

  • ecological monitoring/evaluation comparatively weak versus revenue accounting
  • satellite-based verification tied to PFES payments documented mainly at the district level (Lam Dong), not systematically nationwide

Commonly funded by

Own resources / municipal budget
