Context

Lake Boko-Zowla and the Guin Island/Gbaga channel area in Togo have banks denuded by decades of unsustainable firewood harvesting, worsening erosion and damaging local fisheries. This sub-project sits within the USD 210 million, six-country West Africa Coastal Areas Resilience Investment Project (WACA ResIP), approved by the World Bank in April 2018.

Objectives

Restore mangrove cover along Lake Zowla's banks to reduce coastal erosion and support fisheries, while creating paid local employment.

Activities

The local NGO AVOTODE ran mangrove nurseries using a bud-propagation method and hired local women and youth as paid nursery and planting workers.

Results

Between 2020 and 2023, 283 hectares of mangroves were reforested along Lake Zowla's banks, according to WACA programme reporting. A related sub-project from Anyronkope canton reported over 100 hectares already restored with a further 215 hectares targeted, at a reported cost of roughly 210 million CFA francs for that phase.

Conclusions

Hectare totals are reported somewhat inconsistently across sub-project phases and sources, and no independent ecological outcome evaluation (survival rates, measured erosion reduction) has been published — the figures reflect programme self-reporting by WACA and its implementing partners.

Implementation

Indicative cost
Low (< €50k) — Roughly 210 million CFA francs for the Anyronkope sub-project phase; part of the broader USD 210 million six-country WACA ResIP financing (IDA credit/grant, GEF, Nordic Development Fund, FFEM).
Time to results
Short (< 1 year) — Mangrove replanting 2020-2023, within the wider WACA ResIP programme approved in April 2018.
Staffing & skills
AVOTODE (Association des Volontaires Togolais pour le Developpement) — implementing NGO running nurseries, Local women and youth hired as paid nursery and planting workers

Conditions for success

  • Bud-propagation nursery method
  • Paid local employment model for planting and nursery work
  • Multi-donor financing (IDA credit and grant, GEF, Nordic Development Fund, FFEM) via World Bank programme

Common failure modes

  • Hectare figures reported inconsistently across sub-project phases and sources
  • No independent ecological outcome evaluation published to date
