Context

In 2013 China's central government announced a national 'sponge city' initiative to make urban areas absorb, store and reuse rainwater instead of channelling it away through grey infrastructure.

Objectives

Between 2015 and 2017 three national ministries jointly dedicated CNY 20.7 billion (about US$3 billion) in subsidies to 16 pilot cities, targeting 20% of each city's built-up area meeting sponge-city standards by 2020 and 80% by 2030.

Activities

Subsidies typically cover 15-20% of construction costs (plus a 10% bonus for cities engaging private capital via PPPs). Wuhan, a flagship pilot, built permeable pavements, rain gardens, wetlands and artificial lakes, investing roughly CNY 2 billion in 104 projects by 2016 and growing to 389 projects across 38.5 km2 by 2020.

Results

During a major rainstorm on 11 June 2016, a municipal official reported completed sponge sections coped better than un-retrofitted areas (runoff onset ~11:30am versus 10-15 minutes after rainfall onset elsewhere). A 2020 Coalition for Urban Transitions (WRI/C40) assessment estimated Wuhan's approach was more than CNY 4 billion (almost US$600 million) cheaper than upgrading to equivalent conventional drainage capacity. At the showcase Yangtze River Beach Park, vegetation is estimated to sequester about 724 tonnes of carbon annually, with the park roughly 3 degrees Celsius cooler than the surrounding city and nearby land values more than doubling to CNY 10,218 per square metre.

Conclusions

Central subsidies fund only a minority of total cost, so expansion depends on continued local/private co-financing; the carbon-sequestration and cooling figures come from one showcase site rather than an independent audit of all 389 projects, and the wider national programme has drawn criticism for uneven implementation and persistent flooding in un-retrofitted areas.
