Zenzeleni Networks – Rural Cooperative-Owned ISP

Zenzeleni ('do it yourself' in isiXhosa) is South Africa's first internet service provider owned and run by a rural cooperative, begun in 2012 in Mankosi, Eastern Cape, as a collaboration with University of the Western Cape researchers, in a context where telecom costs reportedly consumed up to 22% of some residents' income. A solar-powered WiFi mesh network sells voice and data via prepaid vouchers under an ICASA licence exemption.

More than 13,000 people and 10 institutions have been connected through the Mankosi network, with pricing documented at 20-40x cheaper than incumbent operators and R25/month uncapped WiFi vouchers extended to the neighbouring villages of Zithulele and Canzibe. Usage reportedly tripled during COVID-19 lockdowns. A 2023-2025 expansion completed 14 of 15 planned hotspots and reached roughly 500 of a 600+ user goal; the transition from donor funding to self-sustaining revenue is still under way.
