Sweden's largest urban development (236 ha, 12,000 homes, 35,000 workplaces) is a live testbed for sustainable building, smart energy, and clean mobility—targeting fossil-free operation by 2030, with energy use 26% below Swedish building code. C40 Climate Award, COP21 2015.
Stockholm Royal Seaport (Norra Djurgårdsstaden) is Sweden's largest urban development and a global benchmark in sustainable city-building. Located 10 minutes by bicycle from the city centre on a 236-hectare former industrial site, the district is a live testbed for innovations in energy, waste management, mobility and urban greenery. The plan calls for 12,000 new apartments and 35,000 workplaces, with an investment of approximately USD 30 billion.
All buildings must meet a target of fossil-free operation by 2030. Measured energy consumption in completed sub-districts averages 68 kWh/m² for residential buildings—26% below the applicable Swedish Building Code requirement. An interim CO₂ target set the bar at fewer than 1.5 tonnes of emissions per person by 2020. Technologies tested include automated vacuum waste-collection, smart energy monitoring (154 households enrolled in the Smart Energy City pilot), a green-area factor system for biodiversity (score ≥0.6 in Norra 1 and Norra 2 sub-districts), and integrated stormwater systems using green roofs, ponds and wetlands to purify run-off before it reaches the sea.
Annual monitoring data are published transparently at norradjurgardsstaden2030.se. The district was awarded the C40 Cities Best Sustainable Urban Development prize at the UN Climate Conference (COP21) in Paris in 2015. Smart City Sweden, the national innovation-export platform, actively disseminates Royal Seaport methods to cities worldwide.
