What works in Sudan

The evidence from three practices shows Sudan's experience with innovations in education and political inclusion amid conflict. Can't Wait to Learn's tablet-based learning programme achieved approximately 2.7x greater reading gains and nearly 2x greater maths gains for out-of-school children aged 7–9 compared to the government's Alternative Learning Programme, though a negative effect on self-esteem was also documented. A women's candidate identification initiative identified 1,070 potential female candidates across 110 locations in six weeks following Sudan's 2019 transition, though the intended institutional changes—a 40% women's quota in a legislative council—never materialized due to the October 2021 coup and April 2023 civil war, illustrating how well-designed preparatory work cannot guarantee institutional follow-through in collapsing political transitions.
