What works in Taiwan

Taiwan has implemented several large-scale digital and democratic initiatives. The Digital Opportunity Centers programme has built 300 centers across 168 remote villages since 2005 with NT$6.8 billion in initial funding to narrow the rural-urban digital divide, though long-run outcomes are less documented than participation counts. vTaiwan, an AI-assisted deliberation platform, has addressed ~30 policy issues since 2014 with over 80% of proposals subsequently enacted, reaching 200,000 mailing-list subscribers. Taiwan's reserved-seat gender quota has contributed to women holding 41.6% of Legislative Yuan seats (47 of 113) and 29.6% of local council seats (901 of 3,048) as of 2024, though the quota mechanism itself now drives only a small fraction of women's wins. The Taiwan Adaptive Learning Platform has integrated AI into K-12 mathematics instruction, with a quasi-experiment on 4,442 sixth-graders showing significant gains in maths achievement and self-regulated learning.
