Context

Estonia's AI Leap (Tehisintellekti Hupe, TI-Hupe) is a national public-private initiative giving every grade 10-11 student and their teachers free access to leading AI chat assistants for learning, alongside mandatory AI-literacy training for educators. Launched 1 September 2025 by the Estonian Ministry of Education and Research with the newly formed AI Leap Foundation.

Activities

Teacher training was completed before student access began, and schools formed Professional Learning Communities to share subject-specific practice. Negotiations were underway with OpenAI and Anthropic to supply the underlying models.

Results

The programme reached roughly 20,000 upper-secondary students and 3,000 teachers in its first year, with more than 60% of trained teachers reporting weekly use of the AI tools within months of rollout. A second wave in September 2026 is planned to extend access to roughly 38,000 vocational students and 2,000 additional teachers.

Conclusions

This is one of the first national, government-funded AI-in-the-classroom rollouts in Europe, but it remains new: no independent evaluation of learning outcomes has been published, and the long-term funding model beyond the founding partnership was still being finalised at launch.
