Description

Amsterdam progressively tightened rules on renting homes to tourists: the annual cap was halved from 60 to 30 nights in 2019, and since April 2021 hosts also need a permit and registration number. In March 2025 the city proposed cutting the cap to 15 nights a year in the Centrum district and the Nieuwe and Oude Pijp, with an 'escalation ladder' that could temporarily ban holiday rentals in a neighbourhood for up to three years if needed; the city says rules can be loosened again once balance is restored.
Evidence is thin. A 2019 Colliers report based on AirDNA scraping found listings fell by over 8% to 25,380 but that 41% of homes offered were rented beyond the then 60-day limit; Airbnb disputed the methodology. Airbnb says entire-home listings are about 2% of overnight stays in central Amsterdam. The city's own reporting of 2023–24 shows around 22 million overnight stays, with hotel stays above the agreed 20 million limit. No source reviewed quantifies effects on listings after 2021, on rents or on housing supply.
The case is included for its policy design (graduated, reversible, neighbourhood-targeted limits) and as a caution that enforcement and outcome data are needed to judge it.
