Most lists met the 40% quota, but the Croatian Democratic Union (HDZ) nominated only 25.32% women and met the quota in no electoral unit; under the Gender Equality Law non-compliance carries a fine of HRK 50,000 per unit. The Zelena levica - Platforma Mozemo! coalition ensured balanced representation.
