Law 27499 (2019) mandates gender and gender-based-violence training for all Argentine public servants across the three branches of government. By December 2023, over 234,710 state agents had completed the training through 73 certified programmes run by 146 organisations.
Argentina's Ley Micaela (Law 27499), enacted 10 January 2019, requires every person working in the national public service -- across the executive, legislative and judicial branches and at all hierarchy levels -- to complete mandatory training on gender equality and violence against women. The law was named after Micaela Garcia, a 21-year-old woman murdered in 2017 by a man released on probation despite prior convictions for sexual violence, and was drafted in direct response to the #NiUnaMenos movement's demands for systemic state action.
The law aims to embed gender and gender-based-violence literacy across all three branches of the Argentine state through mandatory, certified training.
Implementation is overseen by the Ministerio de Mujeres, Generos y Diversidad (MMGyD), which certifies training programmes and publishes annual compliance reports. The model was subsequently federated: by 2023, 22 of Argentina's 23 provinces had adopted equivalent provincial legislation, documented under OGP commitment AR0091 (2020-2022).
By December 2023, 234,710 national public-sector agents from the three branches had been trained through 73 certified programmes run by 146 organisations. A further 9,280 people from civil-society organisations, unions, media, sports and political parties also participated in training.
Evaluations measure participation rates, not behavioural change or downstream policy outcomes, so evidence of effectiveness remains preliminary.
