Armenia's Nationwide ChatGPT Edu & Codex Rollout for Schools and Universities

Armenia's Ministry of Education, Science, Culture and Sport announced a national partnership with OpenAI and local technology partner Firebird to roll out ChatGPT Edu and Codex to the country's schools and universities, with an initial allocation of approximately 50,000 subscriptions becoming available from September 2026.
The program targets university lecturers and students as well as teachers and senior high-school students in the general education system, intending to support teaching, research, content development, and academic administration; Codex additionally gives eligible users AI-assisted coding capabilities.
Sources report that ChatGPT Edu was selected in part for its education-specific configuration, which vendors describe as offering stronger data protection, information security, and governance controls than consumer ChatGPT — a central rationale cited by Armenian officials. An OpenAI delegation visited Armenia from 23-26 June 2026 to work through implementation details with government officials, universities, schools, researchers and technology organisations, and officials indicated the initial 50,000-subscription allocation is expected to expand over time.
As of publication, no independent evaluation of learning outcomes, usage, or data-handling practices under the rollout had been published; the program is documented through government and state/independent news-agency announcements rather than a peer-reviewed or third-party assessment.
