Context

ASAN Xidmet is Azerbaijan's one-stop-shop network of government service centres, created by presidential decrees in 2012 and run by the State Agency for Public Service and Social Innovations, bundling dozens of public and private services under one roof with mobile 'ASAN' buses and a train reaching rural communities.

Results

The network grew to roughly 20–27 centres and has processed tens of millions of applications since 2012; ASAN's 2024 annual report lists 97 participating institutions. It won 1st place (Western Asia) in the 2015 UN Public Service Awards, and independent academic studies describe it as a largely bribery-free 'pocket of integrity' — while noting its success has not reformed the wider bureaucracy and that a 2025 surveillance decree drawing on ASAN data raises governance concerns.
