Bahrain FinTech Bay (BFB) opened in Manama in February 2018 as a joint venture between Bahrain's Economic Development Board (EDB) and Singapore-based FinTech Consortium, with Bahrain Development Bank as a founding strategic partner providing seed funding to qualifying startups through its "Seed Fuel" scheme (up to BHD 25,000 each). BFB works alongside, but is institutionally separate from, the Central Bank of Bahrain's (CBB) regulatory sandbox, which had launched eight months earlier in June 2017 under a dedicated CBB FinTech and Innovation Unit; the two formally partnered in December 2017 so sandbox applicants could access BFB's incubation space and mentoring.
Of 34 firms that applied to the CBB sandbox in its first cohort (2017-2018), two reached full licensure: Tarabut Gateway, Bahrain's first licensed open-banking platform (December 2018), and Rain, the region's first licensed cryptoasset exchange (July 2019). Both later raised substantial follow-on funding independently reported by industry press: Tarabut Gateway a $32 million Series A in May 2023, and Rain a $110 million Series B in January 2022. By 2024, Oxford Business Group reported BFB had incubated more than 116 start-ups since launch and that CBB's related FinHub 973 open-banking sandbox hosted over 430 APIs; earlier, more promotional figures circulated by BFB itself (such as "90+ companies" and "$100 million+ funding procured") are not independently broken down and should be treated with more caution.
CBB was a founding member of the Global Financial Innovation Network (GFIN) of fintech regulators in 2019, and separately signed fintech-cooperation memoranda with Singapore's Monetary Authority (November 2018), Abu Dhabi Global Market (2016 and 2018) and Dubai's DFSA (January 2018), giving Bahrain-based fintechs a documented, if modest, path to regional and international regulatory recognition. Independent legal commentary (Trowers & Hamlins, 2020) notes the sandbox's structural limits, a 100-customer cap and a maximum 12-month testing window, and Bahrain's small domestic market means most sandbox firms explicitly use it as a stepping stone to the wider Gulf rather than an end market; funding and governance are also heavily concentrated in state and quasi-sovereign entities (EDB, Bahrain Development Bank, Tamkeen, Mumtalakat).
