Survey of 10,038 pupils, 1,767 teachers and 210 principals in 63 schools: 94.7% of pupils use AI, but only 6.5% learned it at school and just 24.7% know their school's AI policy.
Commissioned by Bulgaria's Ministry of Education and Science and carried out by BASSCOM between October 2025 and March 2026, the study diagnoses organisational, technological and pedagogical readiness for AI in schools. It surveyed 10,038 pupils, 1,767 teachers and 210 school leaders in 63 schools across 25 regions, and was presented on 30 June 2026 at Sofia Tech Park.
Key findings: 94.7% of pupils already use AI for learning, roughly half daily or several times a week, yet only 6.5% say school is where they learned to use it. Teachers rate their AI literacy at 4.20/5 but their classroom practice at 3.62/5. Only 24.7% of pupils know their school's AI policies (53.5% are unsure), and leaders score the process for reporting unethical AI use at just 2.92/5. Teachers rate technological access at 4.46/5 while pupils rate their actual access at 3.25/5.
The report flags risk honestly: daily AI users show about 2.2 times higher substitution risk and lower self-regulation than non-users. It recommends stabilising governance frameworks, building AI-resistant task banks and lightweight monitoring, and involving pupils in policy changes.
Caveats: this is a self-reported readiness diagnostic, not an evaluation of learning outcomes, and it documents gaps rather than a proven intervention. Its value is a large, national, transparent baseline that other systems can replicate.
