Context

Kazakhstan lacked a national framework governing the use of AI in education. The 2025 joint ministerial order, signed by the Minister of Education and the Minister of Digital Development, Innovation and Aerospace Industry, sets binding standards on ethical AI use, personal data protection, academic integrity, children's rights and teacher professional authority across all schools, technical-vocational institutions and colleges.

Activities

From the 2025-2026 academic year, AI content was integrated into the existing 'Digital Literacy' and 'Informatics' school subjects, supported by online 'Day of AI' courses for students and a three-level teacher CPD programme (acquire, deepen, create). UNICEF and Nazarbayev University's NURIS Innovation Cluster launched a joint project (March 2024) to develop open-source AI education tools compliant with Digital Public Goods Alliance standards, and a pilot with MIT covers AI lessons for grades 1-4.

Results

By September 2025, more than 3,000 teachers had completed at least one level of the three-level CPD programme. A presidential instruction mandates AI integration in all secondary schools by 2029.

Conclusions

The 2025 framework is described as the most comprehensive AI-in-education governance document in Central Asia, giving Kazakhstan's 4.1 million school-age students a formally governed, phased pathway to AI literacy.
