In January 2025, Tanzania's Ministry of Education, Science and Technology published National Guidelines for Artificial Intelligence in Education, aligned with the country's National Digital Education Strategy 2024/25-2029/30. The guidelines direct every educational institution, from primary schools to universities, to develop its own AI-use framework covering data privacy, security, ethics and student well-being, and recommend a 'blended learning' approach in which AI supports rather than replaces teacher judgement.
The framework is explicitly precautionary: it does not mandate specific AI tools or vendors, leaving implementation design to individual institutions, and aims to ensure AI narrows rather than widens educational inequality.
An independent analysis by Tanzanian outlet The Chanzo (May 2026) welcomed the guidelines' ethics language but identified three gaps: no open-source or data-sovereignty requirement (risking dependence on foreign systems storing children's data overseas), a monitoring mechanism without enforcement powers, and the difficulty of reversing poor AI deployment choices compared with reversible curriculum changes.
