Context

Cyclone Idai made landfall at Beira, Mozambique, on 14 March 2019 with winds up to 230 km/h and a storm surge over 4 metres, damaging or destroying an estimated 90% of the port city of roughly 500,000 people.

Activities

Through the Mozambique Cities and Climate Change Project, a $120 million World Bank (IDA) credit financed a 'green-gray' response combining conventional drainage engineering with nature-based infrastructure: rehabilitating and building around 11 km of drainage canals along the Chiveve River, flood-control stations and a water-retention basin, alongside community-led mangrove restoration.

Results

The World Bank and ReliefWeb documented a roughly 70% reduction in flood risk in the catchment served by the rehabilitated drainage system.

Conclusions

The gains are geographically partial — confined largely to the Chiveve catchment — and Beira, parts of which sit below sea level and continue to subside, remains one of the cities most exposed to climate change on the continent; officials describe the resilience effort as an ongoing, multi-decade undertaking.
