Context

Bermuda's Department of Land Title and Registration had accumulated a backlog of approximately 800 first-registration cases since 2020, driven by the pandemic and a surge in property sales. Minister Walter Roban announced in November 2024 that the department would clear the backlog using an AI-assisted data-extraction service built on FluentData and a subscription-based Google AI tool.

Results

After testing, the AI system extracted required information from scanned deeds in seconds, a task that previously took human officers several hours per case, with data extraction expected to complete within 12 weeks. The Minister stated the AI subscription cost approximately $50,000, compared with an estimated $470,000 to hire the additional staff needed to clear the same backlog manually.

Conclusions

The initiative addresses a fixed, one-off backlog rather than an ongoing service, and no independent audit of extraction accuracy or error rates has been published.
