Better Reykjavik — Open Municipal Idea Platform

Better Reykjavik (Betra Reykjavík) was launched in May 2010 by the City of Reykjavik in partnership with the Citizens Foundation as the world's first city-wide online participatory-democracy platform. Citizens submit ideas, debate them (10,000+ ideas and 21,000+ debate points logged), and vote: more than 70,000 people — over 58 % of the 120,000 registered municipal population — have participated since launch. Across annual one-month idea-generation cycles, roughly 39,000 visitors (37 % of the voting population) engage each April, with around 5,800 logged-in users casting votes (2019 cycle). Close to 700 citizen-proposed projects have been built or are under construction across all Reykjavik neighbourhoods as a direct result of platform votes; the city council has accepted approximately 64 % of proposals reaching deliberation. The platform also hosts participatory budgeting: residents allocate 450 million ISK (~€3.5 million) annually — approximately 4–6 % of the city's capital investment budget — with 12.5 % of the population participating in budget votes. The Citizens Foundation has adapted the open-source model to cities and regions in over 20 countries. Better Reykjavik has been cited by the OECD Observatory of Public Sector Innovation, the Council of Europe's Intercultural Cities Programme, and participatory-democracy scholars as a global benchmark for digital civic engagement at city scale.
