Context
Bhutan's Ministry of Education and Skills Development (MoESD), UNICEF Bhutan and the European Union launched the Education Technology Framework (ETF) on 11 July 2025, backed by a EUR 1 million EU contribution, to close a persistent school-connectivity gap in the small Himalayan kingdom.
Activities
Under the ETF, 10 pilot schools received campus-wide internet connectivity for the first time. The Framework's teacher-facing arm, the Digital Lopen programme, trained 24 EdTech ambassadors and district leads plus 21 additional teachers drawn from all 20 districts and 4 municipalities on newly issued Digital Literacy Standards for Teachers, with a cascade plan to extend that training to roughly 600 teachers nationwide.
Results
UNICEF and MoESD reported that more than 6,000 students and 400 teachers began learning and teaching in what UNICEF Bhutan called 'a new era' of digitally supported instruction. Bhutan's national broadcaster BBS independently reported the same pilot-school connectivity figures, and the EU's diplomatic service (EEAS) confirmed the funding envelope and partnership structure.
Conclusions
As a July 2025 pilot, the programme has not yet produced an independent learning-outcomes evaluation; UNICEF's own 'Investing wisely' reflection piece documents early implementation lessons (procurement, connectivity maintenance in remote schools, and teacher-training cascade design) rather than measured impact on student achievement.
