Description

PARP's 'Bony na cyfryzację' (Digitalisation Vouchers) programme, financed through the REACT-EU top-up to Poland's Smart Growth Operational Programme, offered micro, small and medium enterprises grants of up to PLN 255,000 (minimum PLN 51,000) to fund software purchases, programming services, and the consulting and training needed to implement new digital tools. The scheme was explicitly framed as a COVID-19 recovery instrument, helping firms shift to remote work, e-commerce, remote customer service, electronic document flows and ERP systems.
By the close of the competition, PARP had approved financing for 726 SMEs, including 67 firms drawn from a reserve list after the allocation was increased three times (from an initial PLN 110 million to roughly PLN 156 million). The average approved project was worth PLN 215,000. Microenterprises accounted for over 40% of funded projects, small enterprises for over 30%, and medium-sized firms for over 20%; the education, hospitality and restaurant sectors were the most represented.
The published figures are uptake and disbursement statistics rather than a measured before/after evaluation of firm performance: PARP has not released data on subsequent turnover, productivity or survival effects for the funded companies, so the evidence here documents reach and targeting rather than impact.
