Cape Verde opened GOV.CV, a one-stop digital-government portal, in Feb 2026, then in May 2026 began drafting a national AI Strategy and Data Strategy for Public Administration with EU input — infrastructure is live, but the AI policy itself is still at the drafting stage.
On 24-25 February 2026, Cape Verde's Prime Minister Jose Ulisses Correia e Silva launched GOV.CV, a web-and-mobile one-stop portal meant to become the single gateway for public services spanning civil registration and identity, tax and financial operations, higher education, transport and social services, with the government describing a gradual, phased onboarding of further services.
Minister of State Modernisation and Public Administration Eurico Monteiro said the aim was to increase interoperability, efficiency and transparency and to end the need for citizens to move between offices to obtain documents the state already holds. No AI component or usage figures were reported for GOV.CV itself.
On that infrastructure, in May 2026 Prime Minister and Finance Minister Olavo Correia opened work on two companion instruments: a Data Strategy for Public Administration and a national Artificial Intelligence Strategy. The kick-off meeting, attended by the Secretary of State for the Digital Economy, the digital-economy team, external consultants and European Union representatives, set out to move government from siloed data systems toward an integrated, coordinated model and to establish, in Correia's words, conditions for 'responsible and ethical use of artificial intelligence' in the public interest.
As of this writing, no budget figure, timeline, or measured outcome has been published for the AI strategy itself: it is a policy-drafting exercise built on top of an already-live digital-government platform, not yet a deployed AI system, so the practice should be read as early-stage policy groundwork rather than demonstrated public value.
