Peru's planning body CEPLAN now uses AI to help draft technical foresight briefs for its National Foresight Observatory, under mandatory human review; the platform has logged 322,936 logins and 1.2m page views, and the OECD featured it as a global innovation case.

Context
Peru's Centro Nacional de Planeamiento Estratégico (CEPLAN), through its Dirección Nacional de Prospectiva y Estudios Estratégicos, runs the Observatorio Nacional de Prospectiva (National Foresight Observatory), a public platform of technical briefs on megatrends, risks, opportunities, future events and scenarios intended to inform Peru's National Strategic Planning System (SINAPLAN).
Objectives
Speed up the organisation, synthesis and review of the Observatory's technical foresight briefs and accelerate quantitative analysis, while preserving mandatory human review and validation of all AI-generated or AI-assisted content before publication.
Activities
As announced in a 19 March 2026 press release, CEPLAN began using artificial intelligence to help produce the Observatory's technical briefs and using AI-assisted coding in Stata, Python and R to accelerate quantitative analysis; automated alerts also feed the technical team daily updates for continuous monitoring. All AI-generated or AI-assisted content passes through review and validation by CEPLAN's technical team before publication.
Results
According to OECD case-study data, the Observatory holds around 2,303 content entries — including 665 trend entries, 497 risk entries, 402 opportunity entries and 214 publications — and has logged 322,936 total user logins and 1,214,314 page views, with annual visits rising from 1,087 in 2022 to 3,327 in 2024 and logins from 98 to 885 over the same period. Roughly half of SINAPLAN's operators use the Observatory. These figures describe the platform's overall growth and predate or are not disaggregated from the AI-assisted drafting feature introduced in March 2026.
Conclusions
The Observatory is a mature, OECD-recognised national foresight platform with well-documented overall usage growth, but CEPLAN has not published a quantified figure for how much time or cost its AI use saves, nor any error-rate or bias assessment of the AI-assisted drafting process — the public record confirms AI is used with mandatory human review, but not how the AI performs on its own.
Implementation
Indicative cost
Medium (€50k–€500k) — AI assistance layered onto an existing five-year-old national platform maintained by a standing CEPLAN directorate; no published cost figures for AI tooling or implementation.
Time to results
Long (> 3 years) — Observatory launched in 2021; AI-assisted drafting was introduced and documented as of March 2026, so the AI component itself is newly implemented relative to the mature underlying platform.
