Plan Ceibal — Uruguay's one-to-one computing program for public education — runs a dedicated inclusion unit, the Centro de Referencia en Tecnología para la Inclusión (CeRTI), to adapt its devices for students with disabilities. Its flagship initiative, Valijas Viajeras ("Traveling Suitcases"), packages hardware and software "digital ramps" — enlarged keyboards, switches, screen readers, eye-tracking devices, and cursor-adaptation software — into portable kits that schools can request for individual students with motor, visual or cognitive barriers.
The program began as a pilot in four departments in 2019 and, working with Uruguay's national education administration (ANEP) and UNICEF, expanded to cover all of Uruguay's departments by August 2022. In 2020 alone, roughly 200 digital ramps were distributed; documented cases include a cohort of 34 students over 18 at the Centro de Transición a la Vida Adulta Nº 387 who received adapted equipment. CeRTI also trains teachers through courses, webinars and the CREA platform, and technology is assigned case-by-case with local ANEP representatives rather than through a one-size-fits-all rollout.
No independent, controlled evaluation of learning outcomes has been published; the public record consists of government and media reporting on distribution counts and geographic coverage rather than a measured before/after impact study, so the evidence here should be read as descriptive and programmatic, not causal.
