Context

Digital Transformation Centres (DTC) initiative launched in 2019 by the ITU Telecommunication Development Bureau with Cisco, the ST Foundation and the Government of Norway; delivered in Senegal by national NGO Concept, formally incorporated into the global DTC network in November 2023.

Objectives

Build inclusive digital-skills infrastructure for underserved communities in Senegal, including women, youth, and people with disabilities/visual impairments.

Activities

Concept operates 62 Digital Transformation Centres (training delivered across 65 ICT centres) nationwide, providing free basic-to-intermediate ICT training; five centres are dedicated to citizens with visual impairments and children with disabilities, with specialist sessions held in Kolda (August 2024) and Dakar (January 2025).

Results

Between 2024 and 2025, over 41,000 people (mainly youth and women) were trained; the centres attract approximately 65,000 visits per year; globally, the ITU DTC initiative has reached over 500,000 people across 14 countries since 2019.
