Description

Neighbourhood contracts were created in 1993 after the 1991 Forest riots; the first series started in 1994 with six programmes and four more in 1997, then about four new programmes per year from 1999 to 2014. Each contract is a time- and space-limited four-year action plan concluded between the Brussels-Capital Region, a municipality and the residents of a neighbourhood in the Urban Revitalisation Zone, with a participatory programme. The scheme was renamed Contrats de Quartier Durable in 2010, with more emphasis on environmental dimensions.
Projects fall into five families: housing (priority for low and middle incomes), local infrastructure such as childcare and community centres, public spaces, socio-economic actions, and commercial or productive spaces. The official programme site reports that 1,903 housing units have been built or renovated since 1994.
The evidence base is mostly programme-reported outputs; academic work (e.g. 'Towards urban governance: Twenty years of neighbourhood contracts in the Brussels-Capital Region', Cities, 2014) examines the governance model rather than resident-level outcomes. The Region has cut the number of new contracts since 2015. Treat as a long-running, well-documented model with limited outcome evidence.
