Context

Digihjelpen (Digital Help) is Norway's nationwide municipal digital guidance service, providing free, in-person drop-in assistance to citizens with little or no basic digital skills. It was established in 2018 through a partnership between the Norwegian Association of Local and Regional Authorities (KS), Skills Norway (Kompetanse Norge) and the Ministry of Local Government and Modernisation, helping municipalities create and sustain locally adapted digital help points as a permanent part of their public-service portfolio.

Objectives

Primary beneficiaries include older people, people not in employment or education, and non-Western immigrants navigating digital public services. Unlike peer-to-peer volunteer training models, Digihjelpen operates as a standing municipal service, with KS providing a shared knowledge platform so that local services can benefit from peer experience.

Activities

The programme is embedded in Norway's national digital inclusion strategy 'Digital Throughout Life' (2020) and reported as a commitment under Norway's Open Government Partnership action plan (NO0067), aligning it with Norway's Digital Decade goals for digital participation.

Results

By 2022, more than 100 municipalities had received national support and 70+ had established a functioning Digihjelpen service.
