Rwanda's government-led Digital Ambassadors Program trains young digital ambassadors, 51% of them women, to deliver community digital-literacy training nationwide. Over 3.26 million citizens were trained 2017–2024, lifting digital literacy from under 10% to 75.2%.
Launched September 2017 in Rulindo District, Rwanda's Digital Ambassadors Program trains young Rwandans as digital ambassadors — with an explicit 50% women/girls target from the outset — to deliver community digital-literacy training and support e-government/mobile-money adoption, led by the Ministry of ICT and RISA with WEF and World Bank co-financing.
Between 2017 and 2024, ambassadors trained 3,262,869 citizens, and Rwanda's national digital literacy rate rose from under 10% in 2017 to 75.2% by October 2024; by late 2025, women made up 51% of the roughly 2.5 million people trained.
