Ukraine's Digital Transformation Ministry, UNDP and the Library Association turned public libraries into free 'Digital Education Hubs'. The network grew from 3,000+ hubs in 2022 to about 5,000 by 2024; trainees' below-average digital skills fell from 43.3% to 9.7%.
Since October 2022 Ukraine's Ministry of Digital Transformation, UNDP, the government of Sweden and the Ukrainian Library Association have converted public libraries and community spaces into free walk-in Digital Education Hubs where citizens learn government e-services, disinformation awareness and basic computer skills on the Diia.Osvita platform.
The network grew from just over 3,000 sites in 12 regions to roughly 5,000 hubs in 22 regions by 2024; in 2024 alone hub staff helped more than 25,000 citizens complete courses. A UNDP participant survey found the share reporting below-average digital skills fell from 43.3% before training to 9.7% after; national skills figures rely on self-assessment rather than independent testing.
