Context

Digital São Tomé and Príncipe (STP Digital) is a US$23.9 million World Bank-financed programme (IDA grant plus Global Infrastructure Facility co-financing), approved June 2022 and effective February 2023 through a June 2027 close, implemented by the Ministry of Infrastructure, AGER and INIC with ITU support, building submarine fibre to Príncipe, school connectivity, a data-interoperability platform, a national CERT and a digital ID.

Results

By the September 2025 World Bank review, 36% of the IDA grant (US$7.71 million) and 35% of the GIF grant had been disbursed; the data-interoperability platform and national CERT were reported operational and a UNICEF GIGA school-connectivity assessment was completed, though procurement for the Príncipe submarine cable was running behind schedule and no beneficiary-level figures (schools connected, digital-ID enrolments) had yet been published.
