Direct Duidelijk — The Netherlands' Government-Wide Plain-Language Writing Coach Programme

Direct Duidelijk (“Straight to the Point”) is a Dutch government programme launched in 2018 by the Ministry of the Interior and Kingdom Relations' Netwerk Begrijpelijke Overheid (Understandable Government Network). A team of trained writing coaches — the “Direct Duidelijk Brigade” — works directly with civil servants across municipalities, provinces, regional water authorities and central government to rewrite letters, forms and web content in plain language, and runs workshops, checklists and a shared writing guide. By October 2020 the brigade had helped improve more than 20,000 government texts, including a multi-year “letter challenge” with the employee-insurance agency UWV.
Independent evaluation has been built into the programme rather than left to chance. A 2021 government-commissioned monitor study examined 140 texts from 14 municipalities aimed at residents in debt-assistance programmes, scoring them against reader comprehension levels; it found that only 38% reached the simplest comprehension level and that the language was too difficult for low-literacy readers in 62% of cases.
That finding is presented here as a caution, not a failure: it shows that a national plain-language coaching programme, even one that has already touched tens of thousands of texts and operates across every tier of government, still needs years of sustained, measured effort before comprehension gaps for the most vulnerable readers close.
