Description

Led by Professor Kong Siu-cheung of EdUHK's AI and Digital Competency Education Centre, the study ran in May and June 2026 as the Education Bureau consulted on its Blueprint for Digital Education Development.
It collected 1,892 valid teacher questionnaires (82 secondary, 65 primary and 16 special schools among those identified; 1,162 responses on teaching uses and 730 on administrative uses) and held eight focus groups with 46 principals and senior teachers from 41 schools.
Findings: over 20% of primary and secondary schools are actively exploring AI in teaching, learning and administration; teachers hold generally positive views and expect time savings on administrative work; but teachers' understanding of generative AI, and of combining it with pedagogical knowledge to guide students, still needs strengthening.
Recommendations include comprehensive professional development, learning communities, and more school resources. This is a self-reported attitudes survey, not an outcome evaluation of a training programme; no learning or workload effects were measured.
