A free 30-hour course by the University of Helsinki and MinnaLearn has taught AI basics to over a million learners in 170+ countries, becoming the first course the EU offered free to all citizens during Finland's 2019 presidency.
Elements of AI is a free, self-paced online course created in 2018 by the University of Helsinki's Department of Computer Science with the Finnish learning-technology company MinnaLearn. Requiring no programming background, the roughly 30-hour course walks learners through what AI is, how it works, its societal implications, and its limitations.
During Finland's EU Council presidency in December 2019, the Finnish government pledged the course free to every EU citizen; the European Commission funded translations into all official EU languages, and by 2022 several member states — including Estonia, Latvia, Croatia, Slovenia, Slovakia and Greece — had run national rollouts under their own domains.
By 2023 the course had enrolled more than one million learners from over 170 countries, translated into 26+ languages. Independent tracking shows women make up around 40% of participants and more than a quarter are aged 45 or older. In 2019 it topped Class Central's ranking of 1,167 computer-science MOOCs and won MIT's Inclusive Innovation Challenge.
The course's own limitation is worth stating plainly: its evidence is one of unmatched reach and institutional endorsement, documented through enrolment counts, completion certificates and rankings, rather than a controlled measurement of knowledge gains.
