Context

ICITAP's EMPoWER (Engaging Multinational Police Women on Equality and Rights) programme, part of the U.S. Strategy on Women, Peace and Security, aims to increase women's participation in counterterrorism law enforcement leadership across the Western Balkans and Kenya, supported by the ICITAP-Croatia team.

Objectives

Increase the representation of women in counterterrorism leadership roles and include men from counterterrorism units so they receive the same training and recognise the role they play in supporting their women colleagues.

Activities

In March 2022 the programme held its first regional symposium in Opatija, Croatia, gathering 24 participants from Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Kenya; the agenda was built from focus-group feedback collected in seven countries, and ICITAP subject-matter experts led workshops on social media in terrorism prosecutions, forensics, counterterrorism investigations in correctional settings, and professional development.

Conclusions

The programme continues to offer mentorship, training modules, webinars and a virtual library to support ongoing leadership development for women in law enforcement across partner countries.
