The City of San José's IT department launched the GovAI Coalition in 2023 so that local, county and state agencies could set common standards for buying and using AI instead of each negotiating alone with vendors.
Its first public release (March 2024) comprised an open letter, model AI policy and practices templates, a standardised AI FactSheet that vendors complete to describe their system, an AI FactSheet and vendor-agreement template, and a model AI incident-response plan. A growing registry of AI vendors and systems and a library of guides on use cases tested by other agencies followed.
A trade-press article of April 2024 reports about 400 public servants from roughly 150 governments, including Austin, Cleveland, San Diego and Colorado's Department of Revenue; other sources give higher, inconsistent membership figures, so counts should be treated as indicative.
Caveats: the sources document outputs and membership, not measured outcomes. We found no published evaluation of whether FactSheets changed procurement decisions, reduced risk, or are completed consistently by vendors, and membership does not equal adoption.
