Description

In November 2023 the City of San José formed the GovAI Coalition, a collaborative effort of government agencies, policymakers and industry partners, launching with nine other agencies. It opened to industry partners, nonprofits, philanthropy and the public in March 2024 and published policy templates, an AI factsheet and guidance documents on responsible public-sector AI use and vendor expectations.
Membership grew quickly: SPUR reported in November 2024 more than 800 members representing 300-plus local governments and more than 100 agencies adopting or in the process of adopting its materials; Cities Today reported in April 2026 more than 3,000 members across over 900 government agencies. Working groups cover large language models, transportation, object detection and translation, and an AI Contract Hub with Pavilion offers contract templates and procurement guidance.
In 2026 San José's City Council unanimously approved moving the Coalition into an independent non-profit, which its CIO said ensures long-term sustainability and unlocks philanthropic funding.
Caveat: the sources report adoption and membership counts only. No published evaluation of outcomes, such as procurement quality or avoided harms, was found, and membership is not the same as implementation.
