Andorra's government announced plans to give every public employee a Microsoft Copilot-style AI tool from 2027 to automate drafting and admin tasks — an early-stage plan with no rollout or usage data yet, building on a 2025 Andorra Digital-Google AI/cloud partnership.
In April 2026, Andorra's Minister of Public Function and Digital Transformation, Marc Rossell, announced that the government plans to deploy a Microsoft Copilot-style generative-AI tool to every public administration employee starting in 2027, intended to automate repetitive tasks such as drafting tender specifications and to speed up internal information management.
The initiative builds on an existing Andorra Digital–Google partnership, announced in 2025, covering AI, cloud infrastructure and cybersecurity, and follows Andorra's February 2024 non-binding guidelines on trustworthy AI deployment for the public sector, private sector and general public.
As of the announcement, the plan remains at the pre-deployment stage: no rollout, usage or productivity data exists yet. Officials have said that department-specific AI applications may also be developed once concrete needs are identified in particular services — a caveat that leaves Andorra's plan roughly where several other European governments' Copilot pilots stood before their own controlled evaluations, some of which later found no measurable productivity gain.
