Description

Launched in 2017 as a joint initiative between the Hangzhou Municipal Government and Alibaba Cloud, ET City Brain integrates feeds from over 4,500 traffic cameras, traffic sensors, and emergency dispatch systems across the city's road network.

The platform uses computer vision and machine learning to dynamically adjust traffic signal timing, detect incidents such as accidents or stalled vehicles, and pre-clear routes for ambulances and fire trucks. A peer-reviewed paper in IET Smart Cities (2019) documented that by 2018, average vehicle speeds on the pilot corridor had increased by 15% and Hangzhou had climbed from 5th to 57th place on China's congestion index by 2020. Ambulance response times dropped by approximately 50% in covered districts.

The system expanded to more than 15 Chinese cities by 2019, and a version was deployed in Kuala Lumpur, Malaysia. City Brain 3.0 was released in March 2025, adding generative AI interfaces for operators.

However, the initiative raises significant governance and civil-liberties concerns. Caprotti and Liu (Exeter University, 2020 — PMC7607375) document that citizens were incorporated as experimental subjects with no meaningful agency or redress mechanisms, and that the real-time surveillance infrastructure underpins broader social-control applications. Outcome figures originate primarily from Alibaba and the Hangzhou government; no independent third-party audit has been published.
