Context

In 2020, the High Judicial and Prosecutorial Council of Bosnia and Herzegovina (HJPC BiH) adopted the region's first judiciary-sector Gender Equality Strategy and enrolled in UNDP's Gender Equality Seal for Public Institutions programme, requiring a self-assessment, reform action plan, and external evaluation against 40 success indicators.

Results

In December 2024, HJPC BiH became the first public institution in Europe to receive the Seal, meeting 30 of the 40 indicators and clearing all mandatory conditions for the Silver level, with UNDP and HJPC BiH reporting gender parity at all levels of the organisation including decision-making positions.

Conclusions

Neither UNDP nor HJPC BiH has published a cost breakdown for the reform programme, so its cost-efficiency cannot be independently assessed from available sources.
