Monaco's Committee for the Promotion and Protection of Women's Rights commissions independent IMSEE pay-gap studies and runs victim-support training. The private-sector hourly pay gap fell from over 20.4% (2019) to 16.4% (2025); public-sector pay now favours women by 2.4%.
Monaco's Committee for the Promotion and Protection of Women's Rights, created by Sovereign Ordinance on 25 October 2018, coordinates, monitors and evaluates the Principality's gender-equality and anti-violence policies. It commissions periodic pay-gap studies from IMSEE, Monaco's statistics institute, using Caisses Sociales de Monaco and Human Resources and Training Department payroll data and OECD gap methodology, and runs victim-support and workplace-sexism training alongside a state compensation scheme for violence victims.
The private-sector average hourly wage gap fell from over 20.4% in 2019 to 16.4% in 2025, and the median private-sector salary gap narrowed to just 0.1% (about €1.90/month), placing Monaco ahead of France's 6.2% median gap and the OECD median of 11.5% (2023 figures). In the public sector, women's average basic salary now exceeds men's by 2.4%, up from a 0.7% gap in 2019, and the share of women in senior public-sector positions rose from 47.0% to 49.1% over five years. The Committee trained 115 professionals in victim support and 119 state employees on workplace sexism in 2025 alone, part of roughly 600 people trained since the programme began; a state compensation scheme introduced in late 2023 has been used twice; and a 25 November awareness video reached over 820,000 social-media views.
No cost or cost-per-outcome data has been published, and the mechanism, built on Monaco's small, centralised civil-service and statistics infrastructure, has not yet been demonstrated to transfer to larger or federated states.
