In May 2018, DRC-based venture builder Sycomore Ventures and the UK aid-funded economic development programme ELAN RDC launched Ingenious City, a 1,500 m² incubation platform in the Procoki concession next to Kinshasa's Gombe business district. The facility was designed to address three gaps identified in DRC's entrepreneurial ecosystem: a shortage of workspace with reliable power and internet, fragmented and under-resourced mentorship, and poor access to investors.
Rather than creating a single new incubator, the platform consolidated five existing local incubators under one roof, pooling their networks into a joint training and mentoring curriculum for early-stage founders and helping the incubators themselves professionalise their own operating models. When full, the space was designed to house up to 40 startups, with space explicitly reserved for women-led ventures, alongside a public coworking area for freelancers.
The platform has continued to operate for close to a decade: in 2026, Ingenious City was still running incubation cycles, including a "Pro-Congo Incubation" call for Kinshasa-based impact entrepreneurs backed by UNEP and UNCDF funding channelled through the Central African Forest Initiative (CAFI).
Public reporting does not disclose how many startups have graduated, how many are still operating, or any revenue/employment figures — the evidence available documents the facility's founding, design and continued operation, not its downstream impact.
