Context

iNNpulsa Colombia, the national entrepreneurship and innovation agency housed under the Ministry of Commerce, Industry and Tourism and financed through the development bank Bancoldex, runs two complementary programmes aimed at strengthening micro, small and medium enterprises (MSMEs).

Objectives

ZASCA reindustrialisation centres offer free technical assistance, equipment access and digital-adoption support to small manufacturers, while the ALDEA network (including its ALDEA Escala track) trains and finances more advanced, innovation-driven entrepreneurs.

Activities

In 2024, iNNpulsa allocated more than COP 150 billion to strengthen over 20,000 productive units nationwide, and expanded the ZASCA network to 75 centres across 26 of Colombia's 33 departments -- 115% of that year's rollout target. Through the FortaleSER and Nucleo E programmes, a further 4,366 productive units and MSMEs in 28 departments received combined investment of over COP 122 billion.

Results

The first cohort of ZASCA Manufactura in Medellin reported a 48.68% increase in participants' revenue, an increase in resource-use efficiency from 49.88% to 51.02%, and a rise in specialised-software adoption from 5.71% to 30%. Under ALDEA Escala, 199 MSMEs recorded combined sales growth of more than COP 15 billion, a 5% increase in profitability, and the creation of 17 new innovative products.

Conclusions

These figures are self-reported by iNNpulsa based on its own beneficiary tracking rather than an independent, controlled evaluation, so they should be read as documented before/after outcomes for participating firms rather than proof of causal impact relative to non-participants. Even so, the consistency of reported gains across multiple, separately named programme tracks and the agency's public, itemised reporting represent a comparatively transparent evidence trail for a national SME-support programme.
