Launched March 2023, ION uses NLP to cluster citizen messages from a web portal and social media for ministers; its reach figures are self-reported and it faced GDPR, bias and representativeness criticism.
On 1 March 2023 Prime Minister Nicolae Ciucă presented ION to the cabinet as an honorary 'AI adviser'. ION is not a chatbot: citizens send ideas and complaints through a web portal or by tagging social-media posts, and the system prioritises, clusters and summarises them into reports on what people want from government. DeepLearning.AI's The Batch describes semantic-similarity ranking, topic extraction, sentiment analysis and cluster monitoring over time.
It was built by a pro bono initiative of more than 500 programmers and researchers from over 13 Romanian institutions, with the research ministry overseeing the project. A 3 Seas Europe profile (Aug 2023) reports, from the team's own figures, about 800,000 relevant messages, 5,000 interlinked topics and 3 million website visits in roughly a month. These are unaudited, and no independent evaluation of whether ION's reports changed any government decision has been found.
The same profile lists concerns: possible bias in interpreting data, spam, under-representation of people without internet access, website crashes, a GDPR investigation, copyright allegations and criticism from MEPs working on the AI Act. The case is useful as an example of AI used to listen to citizens rather than to deliver services, and as a caution that engagement analytics need published methods, representativeness checks and a record of policy influence before they are credited with impact.
