Context

Since 2016, the City of Kigali, the Ministry of Health, the Rwanda Biomedical Centre and the Rwanda NCD Alliance close major arterial roads to motor traffic every first and third Sunday from 7:00-11:00 (originally monthly, biweekly since 2018), turning them into car-free space for walking, jogging, cycling and skating, alongside free blood-pressure, blood-glucose and BMI screening, with an explicit focus on non-communicable disease prevention.

Activities

Roads are physically closed to motor traffic during the designated morning hours, with health-screening stations set up alongside the recreational space, run jointly by the four partner institutions.

Results

A peer-reviewed study published in 2026 in Frontiers in Future Transportation used reference-grade Federal Equivalent Method (FEM) air-quality monitors at the Gasabo and US Embassy stations, with continuous collection from February 2022 to September 2024 (73-88 Sundays), and found PM2.5 fell 14.8% (7.12 µg/m³) during car-free morning hours compared with normal Sundays, with the reduction persisting into the afternoon at 34.7% lower levels and no rebound once traffic resumed; ozone showed no significant change, consistent with the effect being traffic-driven rather than photochemical. More than 10,000 residents participate on a typical car-free Sunday, and independent health reporting notes the programme is now in its ninth year.

Conclusions

The air-quality study relied on only two monitoring stations and did not quantify participation or health outcomes directly, so the health benefits — while plausible given the physical activity and screening components — remain less rigorously measured than the air-quality effect.
