Description

Klaro is described as Luxembourg's official competence centre for easy-to-read language (FALC / Leichte Sprache), a service of the disability association APEMH, with the stated aim of ensuring that easy read is applied consistently across the country. Its texts are not validated by the authors alone: Klaro forwards them to Atelier Isie, a mobile APEMH workshop whose members, young people with intellectual disabilities (vocational training from age 16), are paid to judge whether a text is truly understandable and to suggest improvements in German, French and English.
Validation is a gate, not a courtesy: without it a document cannot carry the Inclusion Europe Easy-to-Read logo, and substantial changes can trigger a second review. Guichet.lu administrative fact sheets in easy-to-read German and French have been drafted in co-production with Klaro and the APEMH proofreading group. A new workshop for easy-to-read and inclusive communication was planned from October 2022, working across several sites in southern and eastern Luxembourg. In 2024 the Ministry of Digitalisation selected an AI-assisted plain-language writing project (AccessiLingua), but all texts still require human verification before approval.
Evidence caveat: the sources describe the process and governance but publish no figures on texts validated, number of validators, comprehension outcomes or cost. The practice is rated mainly for its design (people with intellectual disabilities as paid expert reviewers) rather than measured results. Op der Schock is cited as an alternative reviewing group specialised in tourism.
