Kolba Lab — Armenia's Government-Embedded Crowdsourced Innovation Lab

Kolba Lab was set up by UNDP and UNICEF in Yerevan as the first innovation lab embedded inside a UNDP country office, building on crowdsourcing pilots that date to 2011. It runs periodic open challenges — crowdsourced idea competitions on identified public problems — that mobilise students, civil servants, data scientists and designers, then incubates the strongest ideas with seed grants of roughly USD 3,000–10,000 plus design and business support.

Across more than seven competitions, Kolba has received about 700 submitted ideas and incubated 40 start-ups, of which 14 are documented as having generated social, civic or market impact in Armenia. Flagship outputs include 'Smart City', a local e-governance platform later used by the Yerevan municipality; 'Matcheli', a crowdsourced map of disability-accessible locations; and an autism-support learning app designed by a women-led team. From 2016 the model was adopted inside government itself: the Office of the Prime Minister and the Ministry of Justice ran their own Kolba-facilitated public-sector innovation calls, and the Ministry of Justice hosted a pop-up lab for staff-generated ideas.

The available figures are self-reported by Kolba/UNDP rather than independently audited, and detailed data on job creation or venture survival is not published; the '14 of 40 with documented impact' conversion rate should be read as indicative reach rather than a rigorous outcome evaluation. Kolba is funded through UNDP's Impact Investment Vehicle, combining incubation, acceleration and advisory support, and remains active more than a decade after launch — evidence of institutional durability even where individual venture-level outcome data is thin.
