Launched 15 June 2021 by Vietnam's Ministry of Labour, Invalids and Social Affairs (MOLISA) and the Vietnam National Mine Action Centre (VNMAC), with technical and financial support from KOICA and UNDP under the Korea-Viet Nam Mine Action Project (KV-MAP), the platform (nkt.btxh.gov.vn) lets Vietnam's roughly 6 million people with disabilities register online or via smartphone app for disability certificates and government support without visiting commune offices.
Activities
The platform targets a gap identified by a UNDP COVID-19 rapid assessment, which found that a share of surveyed persons with disabilities had no certificate at all, cutting them off from statutory support.
Results
During its pilot phase the platform registered around 90,000 individuals across nine provinces (Quang Binh, Binh Dinh, Khanh Hoa, Thanh Hoa, Quang Ninh, Hue, Da Nang, Quang Nam and Vinh Long); nationwide rollout beyond these pilot provinces had not been independently confirmed at time of writing.
