Context

Since 2001, the International Centre "La Strada" has operated Moldova's free, confidential Safe Migration and Anti-Trafficking Hotline, which also serves as the operational backbone of the National Referral System (NRS), the government's inter-agency mechanism for identifying, referring and assisting trafficking victims.

Activities

The hotline is staffed daily from 8:00 to 20:00 and links callers to police, border guards, labour inspectors and social services through standardized referral procedures.

Results

Between September 2001 and May 2020 the hotline logged 173,151 calls, including 121,591 related to labour-migration risks and 7,361 direct SOS calls concerning trafficking, missing persons or vulnerable migrants; almost 60% of calls originated in rural communities. In the first nine months of 2023 the hotline handled 22,176 calls, including 26 alleged trafficking cases, 8 involving displaced people. The Council of Europe's GRETA monitoring body has independently confirmed that NRS procedures were standardized and inter-agency coordination improved.

Conclusions

The mechanism is cited as good practice in the US State Department's annual Trafficking in Persons reports.
